I tried it once years ago. I bought a Thoroughbred stallion who had a horrible name, so I applied to rename him, and submitted my three choices. No way would that board tell me I'd get my first choice, it was determined my horse would carry my second choice name. Didn't matter who was on the board, the answer was the same. Three months later when I got his new papers, there in black and white, was my second choice name!! I was dumbfounded.
I think it's really only evil if the handler intends to do evil things with it.
