Tried a bunch of EXIF viewers and none seem to show the field that says whether or not IS was turned on. Anyone know of a viewer that shows this info?

Assuming you're talking about a DSLR, you can't. All exif viewers I'm aware of rely on CoreGraphics to do their magic. CoreGraphics does not recognize the tag used (and it's rarely used) to indicate this status. The only Canon cameras that set it that I'm aware of are the point and shoots with IS. The tag is "Exif.CanonCs.ImageStabilization"
