... and the attempt is a good one. I might suggest two things, however. Something is jutting into the frame on the left near the top and that might be removed.
Secondly,you might use your perspective control to make the buildings vertical. Nevertheless, if the tilting effect is what you want, then so be it.
Thanks! I didn't even notice the thing jutting out on the left. I'll crop that out. As far as the tilted building... I used the objects in the foreground to straighten the image up. I wasn't sure if the building was crooked or if it was just the angle at which it was taken. It is an awekward shaped building so I think that might throw in the illusion that it's crooked.
Finally, I'm not sure I can change the way the clouds look without making the photo look manipulated.

I find grey/dark-toned HDRs can really benefit from a vignette as well. Maybe cropping out some of the top left, as well as a vignette could really help the image pop.
One of your exposures will have the best looking clouds in it. Just layer that shot on top of the completed HDR image and them mask out everything but the clouds. That way they wont have the "multiple" cloud look.
