16-35 II or 14 II. Best of Canon's lenses in this range. You could also consider the Nikkor 14-24G with an adapter. However, my copy of the 16-35 II is quite good, and therefore I don't see a need for this lens.

Do you mean less than 20mm effective FOV? or less than 20mm before the conversion? Your best zoom choices are probably going to be a 17-40, or either 16-35 version. But that will give you an effective FOV of about 21mm. If you need wider than that there is the 14mm prime. I seem to recall a new ultra wide zoom coming out by either Sigma or Tamron soon, like a 12-24 or something. Not sure on the quality though.
17-40mm L. Fantastic on a 1.3x crop body as you won't see the slightly less sharp corners, and at the wide end that still gives you 21mm equivalent which is pretty wide.
I'm picking up a Tokina 11-16 2.8 today, for my 5D. "What? For a 5D?" you say.. Few friends of mine say it works beautifully as a 16mm 2.8 on full frame. I'll report back in a few days. Would be equally good on a 1d, if it works well at all. Can't beat the price...

I shoot the Tokina 10-17, 11-16 and 12-24 on my Mark III and 40D and they all work great.
You loose a bit of range on the Mark III (since all 3 are all designed for the 1.6 sensor) but all 3 still perform great on either camera.
Unlike the EF-S lenses that won't mount on anything but a 1.6 sensor camera Tokina mounts on full frame, 1.3 and 1.6.
