I have also heard that if you don't make a minimum amount, then you also don't get this rebate. Which is probably what will happen to me as I only worked part time last year.

To paraphrase his commentary on the last round of tax rebates... "All the rebates do is remind people how "blank" they've got it. It's not like anyone is opening the mail, seeing a $600 check and saying "son of a b****", free at last!"
Uncle Sam is not buying you anything...the hard-working middle class that will not be getting a tax 'rebate' are buying you more gear (as well as giving tax money to illegals so they can prop up the Mexican economy at our expense). Nothing like a little wealth redistribution for the masses...enjoy your new gear.

You seem to think that cutting the capital gains tax only helps the richest folks...you couldn't be more wrong. Lots of folks from all walks of life own stocks, mutual funds, real estate, etc. A cut in the capital gains tax will affect all of those people, from those of modest means to the very well-to-do.
Either way, no new gear for me (and I was hoping to add a 35L to the mix this year).
