Sorry, I'm late offering up a perspective on this WA. The deadline is past, but I have to say #2 is the one I prefer.
I've seen literally 100's of water/city horizon shots since coming to this forum. And although many of the are quite beautiful, after awhile they just seem kinda "been there/seen that".
Now your first 3 shots ofter a slightly different water reflection point of view. Both the angle of the bridge and walkway and the texturing in the water add a challenge to the eye.
I prefer the B&W, it gives the photo an aged quality and it adds drama to the image. And #2 provides two reflections--the water line and the opposing lights.
The best photos are not just beautiful, but are interesting also. And #2 is beautiful and the angles and contrast make very engaging.
