H is 1993
I is 1994 and so on
so S is 2004

In your example, it means October 2004. The last two digits are meaningless. First letter U means it is manufactured in Japan

U = the factory in Japan. It's a city starting with the letter U
S = 2004, T = 2005, V = 2006 and so on. Works backwards up to a certain point. I had a 50 f1.8 MKI with a date code of UB.
10 = October
02 = some kind of internal code from what I've read

The presence or lack of a date code does not indicate whether it is for the US market. You can only tell by the warranty card. In some cases, the model number ends in U to indicate US, but not always. Not sure why either.

All of the lenses are made in Japan

Beside the rear lens element of many (but not all) Canon lenses is a date code (as seen above) in the form of "UR0902". This code is also present on many other Canon products including camera bodies.

The first letter, "U", indicates that the lens was made in Canon's Utsunomiya, Japan factory. Prior to 1986, this letter is moved to the last position of the date code.

U = Utsunomiya, Japan
F = Fukushima, Japan
O = Oita, Japan

The second letter, "R", is a year code that indicates the year of manufacture. Canon increments this letter each year starting

Tim:

Not smart to copy verbatim a website that isn't yours. It's akin to copying a photo that you didn't take. Copywrite, and all that. Since the website was linked, there was no reason to copy the text.

Are all Canon lenses stamped with that?

My 50/1.4 and 17-85mm IS USM do not have any print stamped on it.
All I find on them are the serial number.

Bruce Erickson's link above says that the date code is not present on all lenses.
