Art, you are right, is supposed to tell a story, or convey a mood, or evoke an emotion. To me it evokes a certain amount of apprehension and worry that there are actually people that go around New York with their camera at hip-level inconspicuously following and taking pictures of the attractive women that they see on the street. Yes, this picture does make me think of New York, but only because they have a very high crime rate... oh yeah, and the title on the website says "new york." Otherwise I'm invisioning some creepy dude walking around at dusk with a camera trying to capture perfect shots of women's behinds.
I thought it was interesting how someone mentioned that the motion in the picture was something that is intrinsic in the nature of New York, and thereby something akin to fascinating. All I can say to this is that if I was a woman wearing a red skirt with long legs I would be running into the well lit convenient store, and thus, away from the creepy guy on the street with the camera, so fast even the best sports photographer would have problems not blurring the shot.
I don't know what kind of magazines, museums, and books that some of the people that responded to this associate themselves with, but I would like a list so I don't ever waste my money.
It would tell a story if we could see anything around the woman's buttocks and legs. We cannot, because it is substantially blurred and off-kilter. If the picture had included the entire woman so we could get some sort of story from how she is interacting with her environment, then it would tell a story. I want to see what kind of store it is so I can have some insight into this woman's head. Why is she wearing a red dress? Why is she in New York? What does she do? What is she thinking?
I will admit, this picture does tell a story, but it's not about anyone infront of the camera.

Obviously most of you don't know jack about art. So, allow me to break it down for you folks....
If you'll pay attention, you'll realize that this particular image is speaking to the viewers (that's you) and it is trying to explain to you the ways of the world - its past, present and future. The "red skirt" represents the fall of communism. The "headless lady" represents our respective governments. The "denim jacket" can mean one of two things about our economic history, depending on which school of art you follow. One representation of the denim jacket is a subtle reminder of the 90's burst of the internet bubble. The denim jacket represents casual Friday, which is closely associated with the internet companies. The second interpretation of the denim jacket is the go-go 80's (junk bond, hostile takeover, Michael Milken, etc.). In this case, the denim jacket represents the yuppies that ran the 80's Wall Street. The "headless lady entering a door" represents new beginning. The "messy sidewalk" represents what we should leave behind when we eneter the door of "new beginning". The whole thing is put together in one blurry mess because that represents uncertainty.
In a nutshell, the photo is conveying to you that the future is uncertain. If you are not part of the solution, you are part of the problem.

Funny, I thought these forums were a means by which we could get meaningful diatribe on our 'artistic' ventures (oooh, there's that meaningless, overused word again) and expect people to be adult enough to not pass judgement, but simply relay the facts of why they do or do not like a particular photo.
