Is the Leitz Cine HUGO 66mm T2.1 based on this lens?

Yes:

Interesting the Hugo line has other potential M new lenses; including 18mm, 40mm, and 75mm Summiluxes, as well as a 135mm Summicron. https://www.leitz-cine.com/product/hugo

He and his friend have talked so much about 3D pop that I feel they need to share their testimony on our thread here :https://www.fredmiranda.com/forum/topic/983034/

The only other "65" reference I have is the Voigtlander 65mm f/2 APO-Lanthar. It's also a 1:2 macro lens, so it's not very compact either. I'd bet it's sharper than the Elcan, but unfortunately Cosina never released an M-mount version of it. It would just be too big for the M system.

Now that I have acquired a Nikon Z30 and then ZR, the Cosina Voigtlander 65mm APO Lanthar, for Nikkor Z-mount, has refreshed itself, in my mental wish list. I was already considering this lens, as a potential gift for me wife, who was an early adopter of the Z6. It is always difficult to guess which lenses she will like, but, now that I have Z cameras. I could buy it for myself, so that she can see it, become envious, and simply take it away from me.

As I have said, before, my wife is the senior photographer, the mentor who guided my first steps into serious photography. She is much less susceptible to the Camera Body variant of G.A.S., but lenses, especially macro, can be a different story.

Oof, that is one ugly lens – should have made 666 of them instead of 660.

I think it's because numerals 66.0 (precise focal length) without the decimal point (i.e., as 660).

Curious about size, weight. Looks interesting if not overly heavy.
