Yes that is "thee" only "thing" left of the original courtyard Douglas.
It was positioned to the "rear" on the main entrance to City Hall.
The memorial to Roger Brooke Taney was removed because of his Supreme Court decision. Justice Taney lived here and practiced law here. The Confederate memorial has also been removed.
The local activists have sanitized the Civil War era portion of its history.

Maryland's story began as a radical 17th-century religious sanctuary. Established in 1634 by George Calvert, Lord Baltimore, it was named for Queen Henrietta Maria and quickly pioneered religious freedom(Roman Catholic persecution) with the 1649 Toleration Act. It went on to become the seventh state to ratify the U.S. Constitution in 1788.
"Crosses" on govt bldgs are not rare in Maryland...The Calvert family founders were Catholic. Faith was a major principal in Maryland's founding and history.
