The second is a fire truck pumper from the Shaniko Fire Dept. Given the location, wild fires are a constant threat.
My visits suggest the first was removed in the $ hustle for festival, concerts, and camp sites during the lunar eclipse several years ago, the area on the path of totality. Once open, easily accessible locations within city limits are now posted and fenced with the 'treasures' removed.
The $$$ frenzy never materialized once authorities realized very limited (up to 5, 6 + hours travel via 2-lane) highway access and lack of emergency (and normal - gas stations, food, medical, etc.) infrastructure were prohibitive. Woodstock II that never happened. The same happened elsewhere (opposite Madras Airport for one — old structure I captured earlier 'dozed', acreage parceled out for anticipated camping with no return).
