I wanted to check with people their experience or understanding of whether or not the A7V's partially stacked sensor is making any rolling shutter issues with general soccer shooting conditions.
I've not shot with any of these cameras, but if you searh for soccer shoots with the Canon R5, R6ii or Nikon Z6iii, they all have similar sensor scan speeds and will yield reasonably similar rolling shutter. I'm sure there is quite a lot of data about the R5 by now, in particular.

Looks way better than my R5 and R6ii in electronic shutter. I had a brain fart at a track day and used E shutter with an R6ii. Wheels looked like cartoon wheels.

Hard to answer because its dependent on your choice of lens focal length and your panning speed.
I calculated that on the A7V a 90 degree / second pan speed and 800mm focal length would turn a straight lamp post into something slanting roughly 45 degrees.
If you half the panning speed from 90 to 45 degrees / second, then the amount the lamp post slants will halve.
If you half the focal length from 800 to 400mm, then the amount the lamp post slants will also halve.

There is nothing special about the new design sensor, the a6700 is just as fast and doesnt have the fake name partially stacked attached to it. just about any camera will shoot sports successfully.

e-shutter on the new a7V should work fine, especially outdoors. I haven't read/seen much about potential banding using e-shutter on this camera indoors, which might be an issue when using it for indoor sports depending on the light situation.
Also pay attention/evaluate the high ISO performance. I used to shoot a lot of travel and varsity soccer and often you play towards the evening or with insufficient artificial overhead light.
Then again, you can always switch over the mechanical shutter.
