Most of the time we're experiencing drought and now and again after some serious and prolonged periods of rain it will flood.
But I can't say (and don't think) that it's an annual phenomenon: it's more of an incidental occurrence.

Most of the time we're experiencing drought and now and again after some serious and prolonged periods of rain it will flood.
But I can't say (and don't think) that it's an annual phenomenon: it's more of an incidental occurrence.
