Fact - Bald Eagles can have two or three nests to choose from each year.
Fact - They will check all these nests over the winter to see if they need any renovations.
Fact - It is not until Spring that the female will decide which of multiple nests to choose for that year.
Here the eagle picked up this long mixture of seaweed and other material from the nearby beach.
I love the expression of the one in the back, I wonder what it was thinking. Is the nest location known? I think it would be cool to see one returning with some repair material. Great shot!

Thanks. The one in the back is mostly likely the female. Males usually collect the material and the females direct them where to arrange it in the nest. This eagle took it directly to an existing nest.
