Can someone help me get the History and Actions panels into the same panel as the Layers? Before reinstalling PS on a new computer, they were lined up in the far right one over the other. I would like to have them that way again. Thanks.
Just drag them. Click and hold on the word Actions and drag it across to the right of the word Layers. Repeat for History and the left panel will disappear and you'll just have 1 on the right with all 3 functions. If they end up in the wrong order for your preference just drag them to the right or left within the panel

I have tried doing this so many times, I've lost count. They just won't work. I'm starting to think I need to save the actions, uninstall and start over. I'm hoping to avoid that.
Bill, History-Actions-Layers are not together in any of the standard workspaces.
Yes, as mcbroomf suggested, drag the History and Actions panels next to Layers, but then save as a new workspace -- Window>Workspace>New Workspace.
Name the new workspace.
Check the Keyboard Shortcuts, Menus, Toolbar boxes as desired.

OK, it could be that your Workspace is locked.
Window > Workspace then look to see if Lock Workspace is checked. If it is, uncheck it and try again. If not then I'm not sure what's going on.
Thanks very much. It was a Locked Workspace. I was able to put them together and name the workspace for future needs. It shows on the front page now prior to opening a file which it didn't do before. Not sure why. Thanks again.

I haven't a clue how those originally came to be there and in that order. It has been that way for so long. I did save them as a new workspace. Thanks for the input.
