There is definitely an economic reason behind it, but I always tell people, your living lifestyle in Lima Peru really doesn't change. While all jobs pay less than they would in the USA, it is all equal in the end in my opinion. Because cost of living is also cheaper. So while your salary pays you less money, ALL your bills are also cheaper. Your rent, food, electric, water, etc. all cost less! So I felt it was always the same to me. Here I can make more money for sure, but everything costs me more here........except electronics! Those are cheaper in the USA.
Imported electronics are extremely expensive in Peru! It is both sales tax and imported tax the government charges corporations. I don't know the exact % Peru charges canon for importing there equipment to the official Canon Peru HQ. But on top of that, sales tax is 18% for the consumer when you buy something!!!
So photographers do look at camera gear as what do I NEED, not what do I WANT. If they can buy a used 5D Mark 4 for say $1,000, and brand new Canon R5 at the local store is $5,000+, and you have the lower income and salary on top of that, the decision is easy.
Over my 10 years living there, I came back to the USA once a year on my 2 week vacation to visit my family here. Each time I left Peru, I sold ALL of my cameras and lenses before I left. They were used for a year, and I sold them for more than I paid for them brand new. Then while I was here, I replaced everything with new again, and pocketed the extra cash. I did this over and over, year after year.
So the average photographer there, professionals and hobbyists, are both mostly shooting with 5D's, 6D's etc.......trying to sell a RF lens has a limited audience.
On a side note about the price disparity, about 5 years ago or so my Macbook broke while in Peru. I went to the Official Apple store in Lima to replace it, and it was over double the price. I checked B&H online while I was there, and it was literally half the cost. I could have bought 2 Macbooks at B&H for the price of 1 in Lima.
