In my hometown we have a egret rookery smack in the middle of a residential area and which has been active for years. And yes, often the young ones fall off their nests. Fortunately there are Bird Rescue volunteers who periodically drive by (almost on a daily basis) to pick up the fallen birds and take them to bird rescue. Crows have been observed harassing the young ones.
Because of the extensive rookery, the birds create a mess with their droppings to the extent that street traffic has to be channeled on one side of netting barriers.

This sounds pretty crazy! Luckily, no one is harassing these herons. There was a bunch of geese nearby but they did not approach the young herons.
