I tried a few tests, and I think you're right ! With the Tamron 28-200mm at 200mm, once we get to 1/100 or slower, we're much more likely to see perceptible camera shake. At least on my A7R2, from 2017.
So my "rule of dumb", to guarantee a steady shot, is to always shoot at the focal length or faster. For example, at 200mm, shoot at 1/200 second or faster. At 50mm, at least 1/50 second... etc.
Given the recent advances in noise reduction and sharpening (DxO Pure Raw), high ISOs are much more workable than before. We may have to reconsider the definition of high ISO.
So in further praise of the Tamron 28-200, it costs $729 and DxO Pure Raw is $129. I'm grateful to carry only one lens and shoot at the occasional higher ISO, rather than two Sony lenses at $2300 + $2800.
I haven't noticed the lack of OSS that I can tell. That's perhaps subject choices, etc. I'll keep the shutter speed up some and let the iso go up I do use DxO or Topazes now and then.
I've tried this image in DxO PL6 and and Topaz Photo AI and also Sharpen AI, just as a trial. The PhotoLab seems a teeny bit better. Photo AI was flummoxed and turned some of the trees to blotches. With only Sharpening AI, it did ok but hard to tell if any improvements. It wasn't a rigorously controlled trial and differences could be operator impacted. This one's only LR, iirc.

In my tests at lower ISOs - especially if the image is well exposed and we don't crop much - noise reduction doesn't deliver much of a dramatic improvement.
Here are 2 conversions of a Sony A7R2 image shot in low light at ISO 2000. Side by side are Adobe Camera Raw and DxO.
As we reach towards ISO 2000 and beyond, the difference becomes really evident. The DxO conversion process somehow manages to decrease noise without any loss of detail.
Kind of an experiment. It seemed not to get much improvement and several tries made things worse. A rock field might look a little better but the adjacent trees were mush, etc. There are ongoing "discussions" here and elsewhere about lens quality or A7Riv noise or what improvements come from which post processing approaches, so I tried a couple of approaches and with this one, Lightroom seemed to do just fine.
I was fortunate enough to be invited by Tamron to participate in their annual VIP Summit. The Tamron team put on a fantastic event. I have to say that I know of no other company in the U.S. photographic industry that takes better care of its customers than Tamron. We spent the week up in the Carmel/Big Sur area shooting all of the Tamron lenses, and having seminars. Everyone had a great time and learned a lot. The weather was mixed with some periods of heavy storms, and sunshine. I enjoyed the challenge the changing weather provided.
Below is a small collection from the week shot using the Tamron 28-200mm lens shot with my Sony A1. This lens proved to be very flexible as an all-in-one lens while still providing excellent results optically. I am currently recovering from an accident, and require a walker to get around. The means I have to travel light. I choose to bring just the 17-28mm, and the 28-200mm. Even with my limitations it was a very manageable kit size and weight wise. Just as important, I don't feel like I was missing opportunities. I would be very comfortable taking just this kit to most places I travel. I am including a variety of images from portraits to landscapes to what an excellent travel lens this is.

Hello all, I just switched to Sony a couple of weeks ago and this is my walk-around lens. In the south of Italy over the holidays and getting to know the combination with a7iv here are a couple from my first outing. I'm really happy with the combo, particularly this lens given the overall utility!
