I've traveled about 100k miles with the F stop Tilopa. It is way past the regulations for personal item but it has always fit under the seat (admittedly it is tight on some airlines).
The ICU system is very handy for this because even if they want to make you gate check it you can quickly pull out the ICU to use as a carry on.

Not sure the intent/tone of your post. I am not stupid and know the rules. I fly 30-40 times per year with all of my gear for work.
The Lowepro 450 fits under the seat. I have flown on 30+ domestic and 10+ international flights with it (LowePro) as my 'personal item' with an additional rolling bag as my 'carry-on' and have NEVER been stopped or questioned about the size.

Sorry. Wasn't trying to confrontational. Just, regardless of any of our experience in flying, there is always a chance that one of the airlines may take it upon themselves to enforce their rules. Personally, I do not want to take such a chance. These aren't the days prior to 9/11. If at all possible, I do not want to be separated from my gear with the exception of my tripod that I now pack in a checked bag.

I've been checked twice for carry on weight, Vietnam and India. Like you, I don't want to be in a position where I'm over a limit when the airlines happens to want to enforce their rules. I always ensure my carry on meets all flights in my itinerary regulations.

In my experience, shoulder bags work out better under the seat than backpacks. They leave more room for your feet and they're easier to liberate at the end of the flight. Assuming you can fit everything in the Signature 13, why not use it? The ball head and platypod can get stuffed in your overhead/checked bag.

I used the Lowepro ProTactic SH 180 AW for my last trip to Costa Rica. It fits upright under most airplane seats, leaving room for my long legs. In it I had my Sony A7II + 16-35 GM attached, Sony A6500 + 70-300 G, and 90mm G macro. My iPad mini also fit in the pocket and I had pouches attached externally on either end, one for small accessories and the other for a water bottle. It worked quite well. However, I found the shoulder bag problematic when hiking on rough terrain, throwing my balance off occasionally. As much as I like it, I prefer backpacks so I'm not sure if I'll use it for a tropical trip again or add it to my collection of camera bags!
