I just tried this with my Canon 100-400. The plate would probably fit on with a little space between the lens rings and the top of the plate, but the space is really small. If it worked, the trade-off is that you would not be able to adjust the tighten ring nor the focus ring from the bottom of the lens where the plate is. I noticed that my default movements to adjust those rings include sliding my hand to the bottom of the lens for torque. This would be hampered if I attached the plate directly without a foot. With the foot attached, there is enough of a gap to slide your fingers to the bottom of the lens to adjust the rings. So, for me, it wouldn't be worth the weight advantage or the smaller size to omit the foot, but it may be viable for some.
