Thanks Kevin ... and thanks for offering these possible reasons for wearing the traditional outfit they they do ... or did:
1. It is waterproofing i.e. as a rain cover.
2. Keeps cormorant crap and fishy bits off of their heads and shoulders.
3. When fishing in daytime (which they do sometimes) it is protection from the sun which is very strong in Southern China.

Cheers Bobby. Just to add that the waterproofing is traditional and naturally before the advent of plastics ! Just looks good for tourists today.
If people here travel to other parts of Asia (and China) you will possibly see farmers/fishermen etc forego traditional garb for jeans / plastics etc. so at least the tourism industry in China has, in some places, been beneficial to us photographers in that regard !
