As for approaching cold: In this day everyone is on edge. Keep it distant but warm. This approach has worked well for me:
"Hi, I'm (your name) here's a card (give them 3 business cards). I'm a professional photographer and always looking for new talent. I can't make you famous but I like to have certain looks for various projects. Please look at my work. You can contact anyone you see about me. Please send me an email and maybe we can work together in the future. Thank you for your time."
