400 mm would get you a mere half of the speck of the ISS as appearing in my frame taken at 800 mm. Try to use a 2x TC or better, 2x + 1.4x TCs.

You'll need to take a trip up a mountain so you can have a little less atmosphere to shoot through, I would guess in the Philipeans being at sea level there is a fair amount of distortion.

I don't know about that, it looks like his seeing conditions were about as good as they get 99% of the time, regardless of elevation. That's a stunning image from a 400+2x converter.

Skeptical whether handhold ing 3200mm would have produced as good results all things considered.
I seem to remember seeing advertised a computer driven tripod gamble who's programed for various celestial events. Of course all converted to your exact geo location. Might be up your alley.

Thanks. I'm not really into serious astro stuff, so I've no plans to get any astro-dedicated photo gear. For me, the fun is in finding out how far I can push my birding gear. You may be right about the 3200 mm, however I'd like to give it a good stab just to satisfy my curiosity.
I've shot 2263 mm before off a tripod, and 3200 mm wouldn't be much narrower AOV as regards acquisition and tracking. Of course, even with 3 doublers, the 400 DO II + 7DII should be handholdable for the brief duration when the ISS appears on the horizon till it is overhead.
