I am curious why is it a big issue? Canon never supplies such a part! Because it's one more piece to keep track of, I don't even put it on the camera.
I rely on mine to protect the front of my lenses and my camera's rear LCD from scratches.

I did not know it was behind the viewfinder glass - I never looked at it that closely, but it did not look like it was behind the glass. I'll take a closer look when I get home today. I guess it's unnecessary if it is indeed behind the eyepiece already.
they designed it to be closed when changing out the eyepiece to prevent entry of foreign particulate matter. thus locked when on unlocked when removing.

How is a hotshoe cover (which is what is being discussed) able to do those things?
Simple.
I don't use protective LCD film or protective filters on my lenses, but I do use hot shoe covers on all of my cameras. In the 14 years I've been shooting digital, I've never had a single scratch on my camera LCD screens or the front elements of any of my lenses - which proves it works.

They also ward off vampires and werewolves...
I've scratched most every rear LCD display or cover and replaced some of the Nikon covers a few times. They are not the best plastic.
