Agreed. I am not excusing the behavior.
You obviously haven't faced this scenario. Let me give you a realistic example:

At this point 3 days pass by and no payment is there and 3 clowns now have your PP address. OK, so now on the 4th day, you wake up and you see payment from all three of them in your PP account. So which one of them would you honor?
Actually, I have dealt with this scenario (though not the last part where I had three payments at once). Again, my statement is usually "pay me within <time period> or I will assume you don't want it." At the expiration of that time period, I send them a message stating I have moved on and offer it to the next person. If they pay you outside of that time period, you can decide who to send it to and refund the rest.
If you're constantly having problems with people saying they'll take it and not sending payment, make the deadline two hours. That makes your 3-Clown-Scenario merely 6 hours.
To me, it's just not good business to allow people to make payments on items you have not committed to sending them. Bad buyers doesn't mean there's justification to be a bad seller, you know?
