I've been working with some foster kids recently. One of them shows some interest in photography. He has a 10D with 50 mm f/1.8 lens that I found used at a local shop.
What we need now is a simple photo editing program for him, clearly not PS.
Because I've always used photoshop I have no knowledge of what other low cost editing programs are out there.
I'm wondering if anyone can offer a suggestion keeping the cost in a lower price range.
None of the costs are being subsidized so it's coming out of my pocket but I'm hoping if we can get this kid on the right track he'll grow up to be a solid citizen.

You could probably pick up Photoshop Elements 10 at a good price, now that 11 is out. PSE11 could be had for $50 on black Friday.
For basic editting, FastStone Image Viewer can do a lot and it is free. It will handle just about any file format - raw, jpeg, tiff, and so on. Just Google it.

Another free alternative - you could also consider picasa from google that will have all of the basic adjustments - crop, straighten, levels, etc. It also lets you build collages and some other things that an 11 y.o. might have fun with.

iPhoto comes free on most Macs and has all the basics a 11 year old needs. If you're going to spend money, I'd spring for Lightroom or Aperture: about the same price as Elements 11 but a more direct interface (& less auto gimmicks).

Depending on whether or not he's a sufficiently bright lad I'd get him Lr 4.
- The editing is less likely to damage the original image files.
- It is quite likely to meet any rountine needs and a lot more besides.
- It will give the chance to learn about and take on managing his images, particularly with keywording, collections, etc. (Set him an exercise to find all images about a certain subject and help him find out how to achieve it).
- His skills can grow with the application because he may well be using it for many years without having to change over to something different.
