I can go either way: absence of folk on a gray day signaling the impending arrival of Sandy as Paul notes; or, at night, black and white, with one person as Douglas suggests, perhaps illuminated by a street light. Of course, in that part of Philly (since I'm from there) , you may want to bring along a companion

Thanks for the comments. During the warmer days I have seen more people on the pier. I don't venture much down that way. I had some time to kill before work so I took a walk.
