Thanks. It's a combination of G-Blurr, Soft Glow and using a soft blush at around 10% and sampled the color of the nearby area of the area you want to smooth.

OOps sorry, should be Defused Glow anda bit of Surface Blur but very tiny little, I normally reduce the Opacity of the layer until I almost can not see the effect.
