These were recent slide scans from pics taken about one year before the collapse of the USSR.
I took a 6-week tour through several parts of the Soviet Union. Back then, traveling on my own would have been very difficult- and being American- even more difficult.

It probably could have been 1960- or even 2012. A regular visitor to Russia said about the only noticeable changes are in the big cities, i.e. Moscow, St Petersburg.
I suspect the rest of Russia is stuck in the 20th century- or earlier.
