You don't say what software you are using! Isn't that kinda basic info to provide to those trying to help you?
PDF is a page format that may contain an embedded image, like a TIFF. PDF layout software 'optimizes' the size of images to make sure that the document is not too heavyweight.
What ppi (pixels per inch) are you saving at or set at? What size parameters (inches, cm) are settable? Hard to even know what questions to ask without the name and version number of the program.

Ok, I run CS 5.1. There is a dialogue with some compression settings when you Save As Photoshop PDF. What are some of your key settings in that dialogue box?
Mine seems to be saving all the pixels and preserving the dimensions.
