I found a site that is offering 2 versions of several canon lenses and cameras. The EEF 16-35 is either 1599 or 749. I called and asked what the differenc was and they indicated the cheaper one had a foreign warrenty and a Japanese manual and a plastic rather than steel mount.
Do any of you have any experience with foreign model canon lenses? Any recommendation on this?

As Lars says . There is no plastic mount foreign 16-35
What you have just encountered is the classic 'bait and switch' merchant .
I have some foreign version 5D Mk III I can sell for $1300 each. The foreign version has a slightly smaller sensor, but comes with a zoom lens already permanently mounted and they've added a built-in flash.

The "foreign" one never ships. They will call you again and again, offering you the US model. Insisting that the other one comes without the cap, hood, etc.
If you don't switch and wind up paying more than you would at B&H, Adorama, etc., they will just never ship anything. Good luck, too,, getting a credit card refund.
I can't belive those SOB's can run these scams for 30 years and still stay in business .... Ah, the "free market" cures all ill's (joke: I have an MBA, I'm not a communist - socialist maybe ..)

Scammers are so successful because of greed. People talk themselves into believing something that they would normally know is not real. Some pretty smart people have been scammed for big bucks.
