Maybe its a stupid question.
Here is my story, I am about to build my first studio and have been looking for some light modifiers. And recently, I found a local photographer is getting rid of his gears since he's retiring. He has a collection of Plume Wafer lightbanks, which I am interested. But he claimed they were purchased ten years ago. For instance, he prices the Plume Wafer 200 as about 400 as it's in a great shape,only be used few times. Is this worth to buy? And I am curious there are many changes of design on the newest wafer by comparing wit hone made in a decade ago. Can the new replacement parts be used on the old products of Plume Wafer?

If you can get good price then I'd say go for it, $400 seem a bit high IMO. Most people I know are using Chimeras or Plumes bought 5 to 20 years ago. Check to see if all the parts are there with the proper speedrings and check the fabric to assure the corners aren't worn out or there are any rips or stains.
I knew a guy who was chain smoker and his Chimeras had a slight warmish tint that I am convinced came from his smoking. Nice light but it would've been healthier to use and 81A filter. He is dead now.

The Plume banks have only had minor cosmetic changes in the past decade or more. The logo has changed, and perhaps different materials over time as suppliers change. But I can tell you that replacement parts are easy to get and will all be compatible. The banks are the best made, hands down. The quality of light is superior to anything on the market, and they are very lightweight which is nice when mounted on boom or when traveling. I use nearly every size made, including hexovals, and absolutely love them. Takes a bit more time to assemble because of baffle system, but well worth it. If you need to replace front panel, etc, I suggest calling the company directly. You very likely will talk to the owner/designer himself and he is fantastic to work with.
