I like #2. I don't readily see anything that I would change. #1 just doesn't have enough of the swimmers head visible to do anything for me. I think your PP seems fine on #1.
Try using "Highlight Tone Priority" custom function setting [Canon] if you have it and this will automatically make the appropriate exposure shift when blown-out whites occur.

Never thought of using that during a swim meet, I'll have to try it next time
