They second one is probably an ichneumonid of the subfamily Pimplinae.

Update: I'm fairly sure it is a Yellow-Banded Ichneumon, Lissopimpla sp., syn Xanthopimpla sp. Obviously a female.

Thanks Anthony. The dragon was getting blown about in the wind, which was very irritating until it put its wings forward allowing me to get a couple of side-on shots with better focus on the wings than usual - very pleased.
