I mis read, thought it was variable zoom from 200 f/4 to 400 5.6 not thinking that referred to engaging the internal 1.4x teleconverter.

This is constant 200-400 f/4 or 280-560 f/5.6. It only becomes f/8 if you added an external 1.4x as well.
