Its a bit misleading. Less than 10 percent of those submitted get 80 or above. The difference between a 79 and 80 is big. Its not just one point, it could be considered a 10 point difference in my mind and many judges. Also the first through third places are not based on score. I have had an 84 take first place before and beat out a 90 of mine.
I will see if I can hunt up a few 90s for you.
