Slower zooms (f/4, f/5.6---) are reasonably sharp wide open. However, this is generally not true in case of fast (f/2.8) zooms.
Aperture setting depends on many variables (indoor/ outdoor, portrait/ landscape, sports/ still-life, etc). This question is related to ABILITY of the fast zooms at maximum aperture.
