That is a harsh comment. Composition is not a science. It's the extension of the photog style, it's a way to show the viewer how he sees the world. Composition is a personal artistic decision. You may like it or not, but that is a different story.
Saying "people cannot compose" makes no sense and sounds like you only see your personal taste as if it is the only measure of good work.

Yes it is probably harsh, but people do not need to guess what the subject is, they should be able to look at a photo and know what it is about. (There other types of photos where this may not apply.) May not be exactly the same as what the photographer intended, but they shouldn't have to guess.
I agree that composition is a personal artistic decision, and when you learn the difference between the subject and the focal points you have way more leeway for composing in different and interesting ways.
The sign is bolted to the bridge which makes it a part of the bridge, so again the photo is about the bridge. The sign also tells us about the bridge.
I wouldn't title a book about a sign, when it is about the whole bridge, but that is just me.
