Depending on the time of year, you may enjoy Catalina Highway out of Tucson or one of the roads looping through the two Saguaro N.P. districts. The fields of cactus are quite accessible.
Perhaps the best limited-mobility option in the area is the superb Sabino Canyon tram tour.
Highways 83, 82, and 90 from Vail to Sonoita to Whetstone to Benson is a lovely drive.
The Ajo Mountain Drive loop near Organ Pipe Cactus NP is another highlight. Drive up the pretty Kitt Peak access road on the way out to the park.
