Same Here. I pay CAD$155 yearly for the 20GB plan. This has been the case for a couple of years. I have no intention to upgrade/pay double. If they force it, it would leave me with no choice but to quit Adobe subscription plan. Considering that I am generally a light user of their software, it doesn't make any sense to me to pay any more than what I am currently paying.
I do own the CS6 suite that I had purchased back in time and it's still installed on my system. I have also installed Canva and Gimp which I use rarely. By default, I use Photoshop + ACR and only occasionally/rarely Lightroom.

I see that I'm still on the 20gb yearly Photography plan. Back in July the monthly cost (before tax) jumped from $9.99 to $14.99. That's a 50% increase.
Are some people still paying $9.99/month for the 20gb Photography plan?

I am still paying $9.99/month for 20GB Photography plan (just double checked my account), I never switched to annual and did not get that email that others did.

I'm pay yearly and it amounts to $12.99 CAN per month.
