Recently I used the Loyalty/Upgrade program, but not for the R1. If Canon does offer you the upgrade, since the camera is not on special, one would hope you could received the 20% discount vs. the 10% I received on the on-sale R8. Also, I think Canon would expect you to be upgrading from a pro-level body. Maybe jgoetz can chime in.
