It's not clear what one is looking at here in your ISO ramp animation...RAW stills images? Video frame comparisons? etc? Clarification please?
I ask as the only other full ISO ramp test I've been able to find for Z6III (thus far) is Julia Trotti's "JPEGs SOOC...noise-reduction set to normal" ISO ramp sequence (queued to 13:02 mark)...

...which does not show the same, er, "poor" under-ISO800 noise performance as your ISO ramp animation?
Also, Gerald Undone suspects "what appears to be a noise improvement at ISO6400", his more-limited ISO ramp test (he only provides images from ISO800-up) and observations here (queued to 7:10 mark)...
