If they release a device with a 48mpix sensor it will be using pixel binning to output a final 12mpix image file by binning four pixels into one. It's been done on Android platforms for years now and it works very well.
All it does is to reduce sensor noise, sharpen the output image quality, increase the dynamic range and improve low light performance. Basically it shoots everything in HDR which will give you a nice evenly exposed output file.
