Sure, that would explain some scenarios where they are equivalent. But randomguy said they never see a higher percentage of shots in focus with balanced or focus priority.
Never being better is surprising and not obvious.
Also, the fraction of time confirming focus is almost certainly lower than the fraction of time a pixel is exposed for these scenarios, so I would expect your scenario to be not frequent.

Yes, it is obvious, but is the opposite of what randomguy said, unless I misunderstood. He said that setting to release priority, maximizing FPS over ensuring objects are fully in focus, did not give him a worse hit rate (percentage of shots in focus) vs balanced or focus priority.
That's why I'm asking if anyone else had that unexpected result. I myself always use focus priority as I expect to get a higher percentage of shots in focus at the cost of FPS.
