I am by far not qualified to comment on the optical quality of this lens, however having played around with it today for a bit, the OIS is impressive. At 400mm on my A6400 I was barely able to hand hold and get what I thought would be a decent shot. Not even trying, and with a half press of the shutter, there was no movement on the screen.
The one thing I did notice is to be sure you have the focus limit switch in the appropriate position. Focus will be slow and unreliable. Once I set it to 6mm-infinity it was very snappy.
I think I am going to like this lens a lot and I love the reach.
