I am not sure about Markins US at this point. But Markins America was the Markins business some years ago and I am not sure they have been in operation for sometime. I believe they shut down when Markins US opened. I purchased my Markins ball heads from Markins America years ago before the opening of Markins US including my Emile Q3, Q10i (without clamp), Q20i with Bird BV Head. I had e-mail dealings with Markins US soon after they opened, but have not had any dealings with them in sometime.
Hope things are resolved for you and also hope that Markins is a casualty of Covid-19. I like their heads very much and they make fine products.
