Sure. I am confident that if 1000 photographers of color went out tomorrow morning and exercised their right to take photos of birds in public parks adjacent to majority white schools, there would be some ugly incidents.
Also, it's not LEO that is necessarily the concern. They have training to identify suspicious objects (I hope). It is also the considerable number of armed citizens who concealed carry, who may not be familiar with camera equipment.
(note: This is in no way a political post for or against firearms. I am not for or against firearms. I am, however, definitely for awesome photography with awesome lenses )
