I was quite concerned about the lack of those knobs too. With the a9, it turns out I didn't change those settings very often. On the a7RIII, I have the Control wheel Left Button mode set to Drive Mode, C3 is Focus Mode, and C4 to Silent On-Off.
For me, I think this arrangement is faster than the knobs, so I'm pleasantly surprised.
