I actually did see more people carrying bear spray at Katmai this year, not guides, just normal visitors. I think mostly with the larger influx of day trippers and being brought in on the float planes.

I am surprised to read that people are bringing flares with them on a flight because it is cautioned that altitude pressure may cause the flares to ignite. Maybe these people sneaked their flares inside their backpacks and did not declare them.
