Kee, being that the image is in b/w...you do not want a frame or matte to distract from the tonal qualities of the image.
I would keep the frame black, matte white or maybe a \"glacier white\"(shows a a tinge of bluish glow when hit by bright light)...now paper? I take the recommendation of Red River papers and use a Luster for landscapes. You have great reflections here so you might not want the paper to \"blow them out\". Size? BIG!!!!!!!
But if this were my image I would try a few different kinds just for fun.
